The FreeDoc® consulting team consists of highly qualified professionals of significant experience in Records Management and Business Process Improvement.  In the course of our work, our consultants have been directly involved with the examination, assessment, and development of recordskeeping plans, procedures, and systems. Capabilities include consultation and direct training, to a diverse range of government entities and commercial entities, with focus on the management and governance of records as electronic records within Enterprise Content Management (ECM) systems.

As a provider of training systems, Leslie Turner of FreeDoc® consulting recently conducted specific training for 125 Public Records Officers and support staff from 70 agencies and organizations.

Leslie Turner, CRM, ERMp, IGp was Program Specialist and Electronic Records Management Consultant to the Secretary of State, (2006 through 2017) for the Washington State Archives (authority over 187 state agencies, boards and commissions and 2500 units of local government).  As Public Records Manager for Department of Ecology, Ms. Turner processed over 7,000 Public Disclosure requests for the 12 western Washington Counties (2004, 2005, and 2006).

Within Washington State Public Records Administration, Ms. Turner is a proven performer and:

  • ‘Subject matter expert’ on electronic records management (email, social media, text messaging, evolving technologies and “scanning and tossing”);
  • Provider of training for hundreds of Washington State agencies and individuals on all aspects of public records administration, from basic concepts to in-depth, with targeted training such as “Digital Hoarding”;
  • Resource for development of individual Washington State Agency retention schedules, collaborating with local retention schedule specialist to make improvements to the Washington State Common Records Retention Schedule (CORE). Work included development of specific retention schedules for Public Utilities, and Law Enforcement agencies.
